GENERAL ELECTION
LONDON, April 4. (UP) The house of commons was thrown into an uproar today when Emanuel Shinwell, laborite, slapped Commander Robert T. Bower, unionist, in the face. The incident was a prelude to a debate on foreign policy and laborite demands for a general election.
According to members seated nearby, Bower had interrupted a question put by Shinwell allegedly telling him to "go back to Poland." Later Bower took the floor and made a formal apology.
The incident clearly indicated the feeling of unrest underlying the government's efforts to take every foreign policy step with caution. As commons met, two cabinet members conferred quietly with labor leaders in an effort to win co-operation for the government's plan.
