Suppose that Napoleon refuses, practically, to annul his decrees, until Great-Britain officially declares her renunciation of the principles of blockade; and Great-Britain refuses to revoke the Orders in Council, until France does explicitly annul her decrees, and besides will not acknowledge that she ever maintained such principles of blockade as Napoleon requires her to disavow.
In the first place, how will Mr. Madison look? His proclamation says that France already has repealed his decrees: Napoleon says he has not, his conditions are not complied with.
Will our government consent in that case to revive the non-intercourse act, against Great Britain, without any pretence of want of good faith, because the President has misinterpreted the assertion of the French minister?
