Condemned By Their Own Friends.
The Radical party has had full control of
Congress for many years. The Nation, a very
able Radical organ, condemns the legislation
of the Republican party in the following
emphatic language:
It is tolerably clear that nobody in the Re-
publican party looks back to its performances
in Congress during the last two years with
any pride or satisfaction. Two years more of
such helplessness and incapacity, in the
presence of the questions of the day, would
probably, even if nothing better turned up in
the interval, make even the Democrats, with
all their sins upon their heads, acceptable to
a majority of the voters.
The uncertainty of the tariff—it is changed
from top to bottom nearly every year—com-
bined with the great weight of its duties, also
helps to strengthen the speculators and
capitalists, and to concentrate in a few hands
all the most profitable trades. It is only the
great operators having control of large funds
who can successfully contend with the ups
and downs which the tariff has introduced
into business. It is only they who can spare
the time and the money necessary for the
work of lobbying at Washington which the
high duties made nearly as necessary a part
of any great manufacturer's business as the
yearly balancing of his books and the repair
of his machinery; and it is only they who, if
their efforts are unsuccessful and adverse
changes are made in the tariff, can meet the
crisis without ruin. Under such a system
there is no place for small producers. It is
as much as they can do to face the natural
uncertainties of trade; the artificial uncertai-
ties they cannot provide for. The consequence
is that the labor market, like other markets,
passes every year more and more under the
control of a few capitalists, who, whenever
they please, can make the competition of
capital for labor, on which economists rely
so much for keeping up wages, a mere farce.
