GOETHALS NAMED AS CHIEF QUARTERMASTER

WASHINGTON, Dec. 17—Brigadier General George W. Goethals, builder of the Panama canal, has been offered the post of quartermaster general of the army, which will be vacated by General Sharpe when he takes his place on the new war council it was learned today.

General John D. Barrett has been appointed chief of coast artillery succeeding General Weaver who goes to the council.

Whether Goethals has accepted is not known, but it is understood that he already has been recalled to active service.
