Extract of a letter from Portsmouth, May 2.

"Last night came into this town Sir Hugh Palliser, commissioner of the navy. Arrived the Industry, Braham, from Waterford, with provisions, and several transports from London, bound to Plymouth. The guards that came to this place are all on board the transports, and the transports with the Hessian troops on board are all dropped down to St. Helen's, in company with the men of war, which, with frigates and transports, make a fleet of about 100 sail. They now only wait for a fair wind."
