WAR TO BE RENEWED.

The Porte to Begin Hostilities in March.

[Special Dispatch to the STAR.]

CONSTANTINOPLE, Jan. 8.—The Porte has informed Servia and Montenegro that hostilities will recommence early in March, if terms of peace are not previously arranged.

Servia Wants Peace,

VIENNA, Jan. 28.—The Servian Cabinet Council has decided to open peace negotiations with Turkey by sending a delegate to Constantinople. It is reported that England proposes that the powers shall suspend a renewal of the convention for one year in order to promote the truth of the reforms proposed in the Turkish constitution. Russia has issued a circular to the powers repudiating the treaty of Paris.

GLADSTONE MAKES A SPEECH

LONDON, Jan. 27.—Gladstone made a speech at Taunton to-day, and said: "We ought to mind our own business, and why we should mind the Eastern question is because we have chosen to make it our own question. It was made our business under circumstances which no true-hearted Englishman will disown. I have within a few days the honor of a letter from Mr. Schuyler, United States Secretary of Legation and Consul General at Constantinople, in which he says he is about to make a further report on the trials and executions in and on the state of Bulgaria. I think you will find in it abundant confirmation of the remark at which Zelum Effendi took offence. I quote this because those who wish to lull the people of England into ignoble slumber are fond of saying there has been exaggeration on this subject. There has been no exaggeration except that the Turks had in them this desire of reform. Do not listen to that for a moment, but as to the black deeds done in Bulgaria the whole vocabulary of human language is insufficient to paint them as they deserve."
