Delegates Instructed to Vote For Him Until Nomination is Accomplished
DECLARES FOR TARIFF REVISION
Convention on Record in Favor of Protection Only to Legitimate Industries and Labor - Platform Adopted One on Which Taft Will Prosecute Campaign.
Columbus, March 4.-The republican state convention reassembled at 10 this morning, and Attorney General Wade H. Ellis was made permanent chairman. He delivered a short, energetic speech, which was received with cheers.
The committee on credentials reported two contests, involving eight candidates, and recommended that all of them be seated and given half a vote each. The report was approved.
The platform was adopted amid wild applause. Charles P. Taft, Myron T. Herrick, A. I. Voris, and Andrew L. Harris were chosen as delegates-at-large to the Chicago convention. Governor Harris was renominated by acclamation.
The platform in part is as follows:
The republicans of Ohio proclaim in this platform the principles of the campaign of 1908. In the nation, we stand for those ideals of government which mean justice, equality and fair dealing among men: brave and impartial enforcement of the law: commercial and industrial liberty: individualism as against socialism, competition as against monopoly: government regulation as against government ownership: the promotion of the best interests of labor and capital, and the unflinching protection of both: compensation for injured employees of the government; re-enactment in a constitutional form, of the employers' liability act: limitation in the exercise of the power of injunction, in order to prevent its abuses; a greater merchant marine and adequate navy: generous provision for old soldiers, the vanishing forces of the republic: liberal appropriations for the improvement of waterways and harbors: organization of all existing public health agencies into a single national health department.
For Tariff Revision.
"Revision of the tariff by a special session of the next congress; insuring the maintenance of the true principle of protection by imposing such customs duties as will equal the difference between the cost of production at home and abroad, together with a reasonable profit, to the end that, without excessive duties, American manufacturers farmers, producers and wage earners may have adequate protection."
A sound financial system in harmony with the achievements of the republican party, and such modifications of the currency laws as will provide for the demands of commerce. satisfy the needs, and that all portions of the country have at all times the quality of undoubted security.
"Civil and political rights of the American negro, in every state, believing, as we do, that his marvelous progress in intelligence, industry and good citizenship has earned the respect and encouragement of the nation, and that those legislative enactments that have for their real aim his disfranchisement, for reasons of color alone, are unfair, un-American, and repugnant to the supreme law of the land."
"We favor the reduction of representation in congress, and the electoral college in all states of this union, where white and colored citizens are disfranchised, to the end that the fourteenth amendment to the constitution of the United States may be enforced according to its letter and spirit, the speedy completion of the Panama canal, and the development, step by step, of popular government in the Philippines: continued expansion of American influence and trade in the interest of peace, and progress among the nations of the earth."
"These are the policies of the republican party as exemplified in the administration of Theodore Roosevelt. We endorse his splendid administration and declare neither halt nor retreat shall be sounded in the march toward better government."
We specifically approve the enactment of a railroad rate law strengthening the supervisory powers of the interstate commerce commission, the prosecution of illegal trusts and monopolies and of evil doers, both in public service and in the commercial world, together with the enforcement of all wholesome measures which have made a safer guarantee of life, liberty and property.
"We congratulate the American people that their recent safe passage through the financial disturbance indicates the sound basis upon which our commercial, industrial and agricultural interests are founded. The republican party hails with confidence signs now appearing of a complete restoration of business prosperity in all lines of trade, commerce and manufacturing."
"We endorse the administration of Governor Harris. and his administration of state affairs. We congratulate the people of Ohio, that our representation in congress maintains the state in high rank in the national legislature."
The Taft Plank.
Once more Ohio presents to the nation a candidate for the presidency. In this convention, chosen upon call for a primary election providing for a specific choice for president of the United States. we send greetings to republicans everywhere and announce with pride and devotion that every delegate assembled is instructed for William H. Taft. He is a man equipped for the day and its duties. His conspicuous part in the achievements of Greater America, his broad knowledge and experience in law and government. his genius for world peace and advancement, his rare tact, sturdy courage. and more than all else his steadfast devotion to the enduring policies of republicanism, makes Ohio's candidate the ideal leader for 1908. We pledge him our earnest and loyal support and instruct our delegates to the national convention this day chosen to vote for William H. Taft until he is nominated."
The remainder of the platform is devoted to state affairs.
Foraker Men Ousted.
The convention yesterday dealt a staggering blow to the interests of Senators Foraker and Dick and placed the entire party machinery of the state in the hands of William H. Taft and his political followers by wiping off the state central committee every man who was known to have any bias in their favor.
Of twenty-one members of the new committee, eleven were re-elected, and of the changes made seven were Foraker men that were on the committee. The other three who were not re-elected were all for Taft and their retirement was caused by local conditions alone.
Every member of the new committee is a Taft man.
