What is this article about?

In July, near-hostilities between America and Spain prompted US Minister Mr. Pinckney in Madrid to prepare to leave, but the Prince of Peace convinced him to stay pending a response to a US proposition sent to Baltimore. The issue stems from US demands for the Floridas and compensation for seized American property condemned in Spanish ports during the late war.

Full Text

It is said, (says a late London paper) that hostilities were so near taking place in July last, between America and Spain, that Mr. Pinckney, the American Minister at Madrid, made preparations to take leave of the Spanish court, when the Prince of Peace prevailed on him to stay and await an answer to a proposition to the American government, which was then dispatched by a packet to Baltimore. The cause of this menaced rupture, and which, indeed, is not yet done away, was the demand, which America made of the Floridas, together with some millions of dollars, for American property taken by the French and condemned in Spanish ports, during the late war, as well as vessels taken and condemned on the coast of South America for trading within the boundary limited by Spain.
