The following is said to be the substance of the anonymous communication, addressed to Congress, on the seventeenth ult. by a writer who professed himself to be a foreigner, and desired his communication might be read with closed doors.

"That the U. States were in great danger from France and Spain, that Bonaparte would invade us as soon as he was at liberty in Europe, that he kept many spies in the country, some of which the writer was acquainted with. The writer urged the necessity of providing speedily for the effectual defence of the United States, and recommended, that, as we have no generals of our own, Moreau should be placed at the head of an army. He stated that many French officers were disgusted with the emperor, and would willingly engage in our service. The writer promised that his next communication should be from Bordeaux."
