FOREIGN.

The renewal of war on the European Continent, whatever may be its termination, is a fact, which though some have affected to doubt, is now fully established. The Charge d'Affairs of the French Republic to the German Diet has been compelled to return to France; and his Imperial Majesty, has published a manifesto, in which he charges the French with perfidy and aggression, justifies himself to the world, and calls upon the States of the Empire to unite with him in measures of mutual security.

There is no doubt, from a variety of intelligence, that the Turk, the Russians, the Germans, and the English will combine in one great effort to restore the Kingdom of Naples to its Sovereign.
