Georgetown, British Guiana (ANP)—Though not what delegates of the Caribbean colony wanted, a new constitution for British Guiana has been approved and will go into effect in August, 1961. The new deal provides a parliamentary form of government, bicameral legislature and executive powers vested in a cabinet led by a prime minister. Britain, however, retains control over the police, foreign affairs, defense and internal security. British Guiana wanted freedom, but received only Crown Colony status, just a step above outright colonialism.
