LONDON, Feb. 12.

The Hamburgh mail due this morning arrived in course. We find from both mails that no change has taken place in the dispositions of the emperor Paul, and his hostility to this country is as decided as ever. The professed objects of the northern confederacy are stated, in a letter from Stockholm, of the 27th, to be contained in the following articles of the treaty:

I. The existing treaties relative to contraband goods, between the contracting powers and other governments, shall be maintained; but for the future it shall be established as the basis of every treaty of commerce, that neutral flags make neutral goods.

2. The guaranty of the commander of ship of war shall, for the future, protect the merchant vessels sailing under convoy, from all search by the ships of war of the belligerent powers.

3. The strictest measures shall be adopted, and tribunals established, to prevent any prohibited and contraband commerce from being carried on under the protection of this armed neutrality.

Among the means by which the emperor of Russia is to pursue his plans of injuring this country, it is stated, that the treaty of peace, supposed to be concluded at Luneville between the emperor of Germany and the French republic, contains a stipulation, that Paul shall be permitted to march 60,000 men through Hungary, to assist the French in their designs upon India. Such is the intelligence from Ratibon. The naval preparations of the Russian emperor are stated in the Petersburgh article, to be considerable.

The Hamburgh letters assert, that the Prussian government has remonstrated against the embargo laid by Great Britain on the Danish and Swedish ships. The court of Copenhagen is stated not to despair of a reconciliation with England.
