Dr. McGuoin from the committee on organization submitted the following report:
To the Sanitary Convention:
GENTLEMEN AND LADIES Your Committee, to whom were referred the resolutions and petitions embodying propositions for a State Sanitary organization, beg leave to report that they have carefully considered the various plans submitted to their action, and unanimously concur in recommending the adoption of the following Constitution as the basis of such organization,
In submitting this Constitution to the action of the Convention, your Committee desire to call attention to the principles, by them deemed important and indispensable, which they have endeavored to secure in the plan thus proposed :
First, A State Sanitary organization, embracing the whole of Iowa in its collection of supplies, and aid for all our soldiers in the disbursements of its benefaction.
Second, A full and equitable representation of all the Local Sanitary Societies of the State.
Third, Responsible control and executive action,
Fourth, Strict accountability of each and all of the officers to the constituency whose servants they will be.
We, therefore, respectfully submit the following for your consideration;
CONSTITUTION
Article 1. This association shall be known as the Iowa Sanitary Commission.
Art. 2. This Commission shall co-operate, as far as practicable with the United States and Western Sanitary Commission.
Art. 3. This Commission shall be composed of one member from each Local Sanitary organization in the State, such members to be elected by the respective societies for such periods as such organizations shall designate.
Art. 4. The officers of this Commission shall be a President, six vice-Presidents, being one from each congressional District, a Recording Secretary, a Corresponding Secretary, a Board of control, to be composed of six members, one from each Congressional District,
Art. 5. The above officers shall be elected by this Convention, and shall serve until the next annual meeting, when their successors shall be chosen to serve one year.
Art. 6. The duties of the above executive officers shall correspond with their respective positions, and the Board of Control shall have the direction of all the affairs of the commission, and a supervisory control of all the executive officers, subject to the action of the commission at its regular or special meetings,
Art. 7. The Treasurer of the commission shall give such security for the proper disposition of all funds entrusted to him or her as the Board of Control shall require.
Art. 8. All moneys shall be disbursed by the Treasurer only under the direction of the Board of Control, on orders issued by the President and countersigned by the Recording Secretary.
Art. 9. The Board of control shall hold its regular meetings at least once in three months, at which time the Executive officers shall present a full report of their operations, with specific statements of receipts and disbursements, which reports shall be published, under the direction of the Board, in the various newspapers of the State.
Art. 10. The annual meetings of this commission shall be held in the city of Des Moines. on the first Wednesday of June of each year. Special meetings may be convened by the Board of Control whenever they deem the Sanitary interests of the State to require it ;and such a call shall be obligatory on said Board whenever it is requested in writing. to issue it by the Presidents of thirty of the local societies represented in this commission.
Art. 11. That two or more State Agents shall be appointed to visit camps and hospitals, and attend to the Sanitary interests of our soldiers in the field.
Art. 12. This constitution may be altered or amended at any regular or special meeting of the commission, notice of the proposed changes having been furnished to the Recording Secretary in writing, and by him made public at least three months previous to the meeting at which action shall be had thereon,
Your committee also present the following resolution and recommend its adoption:
Resolved, That this Convention recommend the establishment of Soldiers' Homes at such points in the State as will afford gratuitous comfort and assistance to such of the soldiers as may require protection in going to and from their homes upon furloughs or discharge. RESOLUTION ON THE WAR
Col. Thomas of Dubuque offered the following preamble and resolution:
Whereas, It is right and proper that this convention should express its views on the great struggle that is now convulsing our beloved country and filling every portion thereof with desolation and woe, therefore
Resolved, That on this subject we have but one sentiment to utter with all the earnestness and sincerity of our hearts we would say to the President, strike often strike continuously until the last vestige of this wicked rebellion be forever crushed out.
Resolved, that for this purpose and to this end we pledge to him and to the country. our continued and earnest efforts whatever we can do to sustain our Government in this its hour of deep distress and anguish we will do with the utmost power of our heads, hearts and hands.
Mr. Kynett then announced to the Convention that as soon as this new commission should become organized and in working order. he would take great pleasure in turning over to them all the effects and business of the commission lately represented by him.
A resolution of thanks to Senator Harlan for the marked ability and impartiality with which he had presided over the deliberations of the convention, was unanimously adopted by a rising vote. The President acknowledged the compliment, and very fitly thanked the convention for their preference' and courtesy, complimenting them on their successful organization, &c.
On motion the convention adjourned sine die.
