RUSSIA-FRANCE AGREE ON PACT OF AGGRESSION
Laval Announces Other Nations May Join With Them If They Wish—Open To All.

MOSCOW, May 15—(AP)—Foreign Minister Pierre Laval of France, in an interview here tonight, revealed that he and Russian leaders had agreed on a plan for a multilateral non-aggression and consultative pact to be bolstered by mutual assistance agreements among those nations wishing them.

It would be "Premature and even imprudent," Laval said, to suggest what countries might join the proposed pact, although it would be open to all.

The agreement will operate "within the framework of the league of nations," the Frenchman added.

Earlier in the day Soviet Russia paraded her fastest fighting' airships for Laval, who came here seeking ways to guarantee peace in Eastern Europe.

The first foreigner ever admitted to the Monieo military airfield near Moscow, Laval watched over 100 of the Soviet's latest and speediest pursuit ships perform aerial acrobatics. He also examined

the airport and huge new bombers stationed there.

In honor of the Frenchman, who was accompanied by Foreign Commissar Maxim Litvinoff and War Commissioner Klement Voroshilov, 25 parachute jumpers leaped one after another from one of the big bombers.

After visiting the airfield Laval was guest of honor at a luncheon given by Nicolai Bulganin, president of the Moscow Soviet, at which Litvinoff in an address, said he had brought Franco-Soviet relations to their present amicable point at the orders of Dictator Joseph Stalin whose expressed wish was to cooperate to the fullest with France

A joint communique was to be issued this evening setting forth the results of Laval's conversations with Litvinoff and Stalin. It was expected to embody more or less definite proposals for an Eastern non-aggression pact to be built upon the Franco-Soviet mutual assistance agreement.

The Frenchman will leave for Warsaw tonight.
