Frontiers of Moldavia, Dec. 28.
On the 23d of Dec. a Tartar brought to
Jassy, from Constantinople, a Firman,
which was published on the 24th, It or-
ordered that all the artillery except two can-
non, should be sent back to Braila. At the
same time the Janissaries were command-
ed to remain in Moldavia alone, and not
to desert, otherwise they would be punish-
ed as runaways, and, above all, they were
to refrain from committing any excesses.
This order excited great dissatisfaction a-
mong the Janissaries: they openly declared
that they would not let the artillery go a-
way, and the greatest fears were entertain-
ed respecting the issue of this affair, The
Boyars, who have emigrated, wait with
impatience for news from Jassy on the 27th
December, which day is fixed for the de-
parture of the artillery. This news has
this moment arrived; the cannon, fifteen
in number, had been sent away, and no-
thing particular had occurred. The ex-
cesses and extortions of the Turks are be-
yond description; if complaints are brought
to the commander at Jassy, Selim Pacha,
he weeps, summons the guilty, takes from
them the fruits of their plunder, and keeps
it for himself
In Moldavia there are not above 10,000
or 12,000 men, and these are in and about
Jassy. The rest of the Ottoman force is
behind the Danube, the fortresses upon
Braila, Silistria, Ruschuk, &c. are
placed in a state of defence.
The head quarters of the Seraskier
Czapan Oglou, are at Silistria. It seems
therefore, the Turks do not intend serious-
ly to defend Moldavia and Wallachia,
which would indeed cost them dear, if
there should be any war, as the Russians
have assembled their main force near Te-
meron, at the mouth of the Pruth. The
Turkish troops in Moldavia are only an
advanced corps, which will leave the
country as soon as the first gun is fired,
but will by that time completely exhaust,
and at last lay it waste. It is even believ-
ed that the Turks, if they should retreat,
will set fire to Jassy, the houses of which
are of wood. The Russian troops between
the Pruth and Dniester were obliged, some
days ago, to send all the wives of the offi-
cers and soldiers back over the Dniester
On the other hand, troops from the interior
of Russia daily arrive in Bessarabia, as
they cannot all pass through Chotyn, two
bridges of pontoons were laid down near
Mogilev, but the ice carried them away ;
but as the weather is still very mild, and
the drift ice has disappeared, the two
bridges have been restored. The Pruth
itself is strongly occupied by infantry.--
The day before yesterday another detach-
ment of 2,000 powder waggons passed
through Chotyn, besides a large supply of
congreve rockets. The Russian General
in Chief, Count Wittgenstein, had his
head quarters at Tulczyn, on the left bank
of the Dniester, but it is positively stated
that they will be transferred in a few days
to Kishinev. In general, every thing
indicates that the commencement of hosti-
lities is not far distant.
