GOV. LARRABEE INTERPOSES A VETO.

A Bill which Would Release 127 Convicts from the Iowa Penitentiary.

DES MOINES, Ia., April 19.—It is announced that Gov. Larrabee vetoed the bill passed by the late legislature known as the "good-time" bill. It provided for a rebate in case of convicts who conducted themselves well, shortening their terms in the penitentiary. The governor decided that it was retroactive in its nature, and if it became a law would immediately release from the penitentiary 127 convicts. Not wanting so large a jail delivery at once, he vetoed the bill.
