Norfolk, July 8.—We learn from Captain Carroway, of the sloop Howard and James, arrived here yesterday, in 13 days from Porto Rico, that a British frigate (believed La Pique,) arrived at Aguadilla on the 15th June, for the purpose, as supposed, of examining the harbors and ports of Porto Rico, having previously looked carefully into all the ports, bays and harbors of St. Domingo. Capt. C. further states that contribution had been recently levied on the inhabitants of Porto Rico, for the purpose of putting the fortifications at the west end of the Island in a good state of repair; and considerable military preparations were manifest in that quarter of the island, the object of which we are left to conjecture.
