By the arrival of the ship Flora, capt. Sterling, at New-York, London papers have been received to the 10th Jan. The most important articles of intelligence received by this arrival are the Spanish Declaration of War against England -The orders of Letters of Marque and Reprisal against Spain-and the British King's Speech on the opening of Parliament His majesty in his speech mentions that he had received some communications from France containing professions of a pacific disposition; but the extent to which they are applied, or the probability of their final termination, remain to be conjectured. His majesty however observes, that in consequence of these overtures, he could not but express his earnest desire to embrace the first opportunity of restoring the blessings of PEACE, on such grounds, as may be consistent with the permanent safety and interest of his dominions, and the general security Europe.
An important document has been received at New-York on the state of the French nation, communicated by Bonaparte to the Legislative body. This document it is said has had the effect of lowering the British funds.
