THE JAMES RIVER COMP'Y.
GENTLEMEN,
I FIND that our last Legislature has directed that you shall have the Navigation of the Canal connected with Tide-water by means of Locks. Much has been said on this subject, and many have suggested their doubts as to the practicability of erecting such Locks as will be permanent, and answer the purpose.
In my opinion, it is practicable, plain, and easy; but the cost will far exceed common computation, but not more than some of you calculate.
As I have made myself well acquainted with two plans that will answer, differing from each other only in the materials, I hereby offer myself to you as a superintendent of the building of them on the following terms, viz:
Ten thousand dollars for my services, to be paid at the end of five years from the time the Locks are finished, provided they stand; otherwise, nothing. It will be equally agreeable to me, to take a larger or smaller sum, on a longer or shorter time, adding or deducting at the rate of one thousand dollars per ann.
If you wish to have my plans explained to you, you will please to address me through the medium of this paper, and I will attend you in person at any time and place you may appoint.
Should you conclude that my price is more than you will give, in the event that you shall approve my plans, nothing need be said by you to me on the subject.
Your silence for three months, I shall consider as full disapprobation to my proposition.
