The Radical caucus measure to suspend the rules of the House during the balance of the session of Congress, so as to prevent the Speaker from entertaining any dilatory motion pending the consideration of any public bill or joint resolution, or any motion to bring, or the result of which may bring, before the House, such bill or joint resolution, came up for action on Monday. The passage of this measure would have enabled the ultra Radicals to ride rough shod during the balance of the session and to carry through all their extreme measures.
