Full Text

The Radical caucus measure to suspend the rules of the House during the balance of the session of Congress, so as to prevent the Speaker from entertaining any dilatory motion pending the consideration of any public bill or joint resolution, or any motion to bring, or the result of which may bring, before the House, such bill or joint resolution, came up for action on Monday. The passage of this measure would have enabled the ultra Radicals to ride rough shod during the balance of the session and to carry through all their extreme measures. But the resolution was defeated, failing to receive a two-thirds vote. Sixteen Republicans voted with the Democrats against the revolutionary measure. There is said to have been a great deal of indignation manifested by the faithful towards those of their party who refused to support the caucus dictation.
