SENATE.
At the hour of assembling not more than half a dozen Senators were present. Only by force a quorum was obtained during the early part of the morning hour.
Mr. Morgan, from the Committee on Foreign Relations, reported a concurrent resolution requesting the President to bring to the attention of the government of Nicaragua the necessity of arranging by a convention for the final settlement of all unadjusted claims existing between the government of the United States and the government of Nicaragua, and claims of citizens of the United States against the government of Nicaragua. Adopted.
Mr. Dawes reported back the fortification appropriation bill without amendment.
Bills were introduced as follows:
By Mr. Platt: To equalize the pay of officers of the Navy.
By Mr. Hoar: Providing for the purchase of Forba's Historical Art Collection, appropriating $50,000 therefor.
By Mr. Voorhees: To aid in the construction of the Delaware and Maryland ship canal and to secure to all vessels of the United States service for all time the right of navigation through said canal free of tolls and charges.
The bill for a commission on the alcoholic liquor traffic which again came up on the calendar, was discussed upon pending amendments.
An order was passed providing for an adjournment from to-day until Monday.
HOUSE.
Mr. Reed, of Maine, asked that the Georgia award bill be made a special order for the third Tuesday in March.
Mr. Hutchins, of New York, objected.
Mr. Crapo, of Massachusetts, presented resolutions of land leasors and Irish-American societies of Massachusetts, asking Congress to take steps for the protection of American citizens abroad. Referred.
Mr. Thompson, of Iowa, presented the minority report of the Committee on Elections in the case of M. D. Ball. Ordered to be printed. [The report which among others is signed by Mr. Paul, of Virginia, declares that Mr. Ball is entitled to a seat in the 47th Congress as a delegate from Alaska.]
The Speaker laid before the House four memorials from citizens of Utah Territory, (one from 166 young ladies,) for a suspension of further action on all bills relating to Utah and for the appointment of a commission of honorable and unprejudiced old men and women to inquire into and determine upon the state of affairs in that Territory.
Mr. Camp, of New York suggested ironically that the names of the signers be read.
The memorials were ordered to be printed in the Record and referred.
The House at 12:55 went into the Committee of the Whole on the private calendar.
