SENATE.
SATURDAY, Feb. 24. 1849.
The Senate took up the General Appropriation bill Mr. Walker spoke in support of the amendment herefore offered by him-proposing to extend the Indian revenue, and land laws over the territories which we have acquired from Mexico.
Messrs. Butler, Calhoun, Dayton, Webster, and Douglass, addressed the Senate; and without taking a question, an adjournment took place
HOUSE OF REPRESENTATIVES.
On motion of Mr. Farrelly, forty thousand copies of the report of the Commissioner of Patents without, and ten thousand copies with the list of Patents, were ordered to be printed.
On motion of Mr. Harmanson. the Committee of the Whole were discharged from the further consideration of the bill giving to Louisiana the swamp lands in that State, not fit for cultivation, in order that they may be made valuable by drainage.
Mr. Vinton moved to lay the bill on the table; but the motion did not prevail--yeas 45. nays 100.
The bill, after a short debate, was passed.
The House went into Committee on the bill making appropriations for the support of the Post Office Department.
Mr. Morehead spoke as to the necessity of providing some form of Government for the territories, even if nothing more than an act similar to that under which the territory of Louisiana was governed.
Mr. Murphy contended that there was no necessity for the Wilmot proviso, as slavery, by law, could now exist in California and New Mexico. It was a local Institution, and the people could establish it if they desired to do so
The time to which the debate was restricted arrived, and Mr. Ashmun offered an amendment, to reduce the rates of postage to the uniform rates of two cents, and to abolish the franking privilege.
This was declared to be out of order.
The Committee rose, and the bill making appropriations for the support of the Post Office Department was passed.
The House again went into Committee of the Whole on the state of the Union, and took up the bill to establish a territorial Government for California.
Mr. Chapman, of Maryland, entered into a Constitutional argument, to show that Congress has no right to interfere with the question of slavery.
Mr. Stewart, of Michigan, obtained the floor, when the Committee rose and the House adjourned.
