The veil is at length removed from the Secret Proceedings of Congress; and it appears that unqualified war is declared between the United States and Great Britain. The measure must have been long anticipated, and therefore cannot excite surprise. Its adoption, however, stamps reality on what was before mere inference and conjecture.
It would be the height of presumption in us to obtrude on the public attention any remarks of ours, in the same paper in which we present to it the eloquent and perspicuous Message of the Executive, and the equally admirable Report or Manifesto of the Committee of Foreign Relations. The motives and object of the measure are therein sufficiently developed and explained. We will only say, that as the measure of War has been at length adopted from a conviction of its necessity almost to the existence of the nation, we offer our sincere prayers and ardent hopes for a vigorous prosecution and successful termination of the contest in which we are about to engage.
In another part of this paper will be found a statement of atrocious outrage committed on our commerce by French national vessels. The President has wisely abstained from suggesting the propriety of offensive measures against France, until late doubt shall become present certainty. If ample atonement be not made by France, for these outrages, we trust in God she will be made to feel, by a vigorous retaliation of her flagrant injustice, the resentment of a rational and spirited people, for affrontful and unwarrantable injuries committed on their rights and commerce.
The House of Representatives sat the whole of yesterday within closed doors, occupied probably in the discussion of questions incidental to or arising out of a state of War.
