The Legislature of Missouri, by a solemn publick act, passed by a large majority, have accepted the condition prescribed by the Resolution of Congress, of the 2d March, 1821, for the admission of that State into the Union. This condition is, "That the 4th clause of the 26th section of the third article of the Constitution of the State, shall never be construed to authorize the passage of any law, and that no law shall be passed in conformity thereto, by which any citizen [white or black] of either of the States in this Union, shall be excluded from the enjoyment of any of the privileges and immunities to which such citizen is entitled under the Constitution of the United States."
If this act of the State of Missouri is transmitted to the President of the U. S. before the fourth Monday of November next, the President will proclaim the fact, and from the date of the Proclamation, the admission of Missouri into the Union will be considered as complete.
