LONDON, SEPT. 8.

On Thursday we stated, that we had been informed through a most respectable channel, that a treaty had just been concluded, by which Russia, Sweden, and Denmark, engaged to employ their united forces against Bonaparte, for the purpose of vindicating the integrity of Germany, and restraining the ambitious projects of France.

Several circumstances have occurred, which tend to confirm the correctness of our statement. Dispatches have been received from Lord Keith which, on grounds which can hardly be questioned, state "that the Russian, Swedish, and Danish ministers have quitted Paris." This intelligence was received by cruisers under the command of his lordship, who had spoken several neutral vessels which were making their escape by all possible means out of the French ports, under the impression that an immediate rupture would take place between their countries and France. Some of the vessels are reported to have paid large douceurs to procure permission to depart.

To the above we have to add the following corroboration: A private letter of the 1st inst. received last night from the Hague, states, that "as soon as his majesty the King of Sweden received information of the libel which Bonaparte caused to be inserted in the Moniteur, he immediately dispatched a courier to his Charge d'Affaires at Paris, Mr. Ackerblad, with orders for him to quit France without taking leave.— At the same time orders were sent to Stockholm, intimating to Bonaparte's Charge d'Affaires there, that his presence would be dispensed with in Sweden." All political relations have therefore ceased between Sweden and France: but the Swedish Consul, General M. Seigneul, continues till to reside at Paris for the protection of the commerce of the Swedish subjects with France. It is, however, supposed upon the continent, that the Corsican usurper, in a fit of passion, will soon order him away, and perhaps declares war against Sweden." The letter adds, that "it was at Munich, Bonaparte's insolent libel overtook his Swedish majesty, who instantly left the Bavarian capital to avoid the presence of Bonaparte's envoy there, M. Otto, and went to reside, with his Queen, at the Elector's country seat, Nymphenberg; but it is supposed, that before this time his majesty is upon his return to his kingdom, where several encampments and military preparations have been ordered."

Whatever may be the case with Sweden and Denmark, Russia was never in a better situation for going to war than at present. Her army as seen by the official return, is on the most formidable footing, and her population and finances are both in that progressive state of advance which will secure to her the ability of carrying on hostilities for several years without sustaining any considerable injury. The population of Russia has been estimated at thirty six millions, but this seems to be below the truth. The number of recruits raised, amounted to 240,000 men, exclusive of 140,000 destined to serve in the fleet, and as only two men were taken out of every five hundred in the Empire, this will make the class liable to furnish recruits to amount to eighteen millions and a half of males. to which if we add the same number of females, we shall have 37 millions. But, as recruits are levied only from among the boors and citizens, the other classes being exempted, there will be no exaggeration in estimating the whole population of Russia at forty millions. without including those who are above or under the age fit for military service.

The public revenues of Russia are in a state equally flourishing; or we can assert, on the best authority, that they amount to 109 millions of roubles (about 22 millions sterling), which exceeds the expenditure by about six millions of roubles.
