England and the Pope.--On a question for introducing into the House of Commons a bill to allow or advise her Majesty to send an embassador to Rome, Lord John Russell thought it then expedient, but said, "I have seen, with very great pleasure, the course the present Pope has pursued,--cheers from both sides of the House.--and I think it will tend much to increase the happiness of the people of Italy. I have no hesitation in saying that I think it would be desirable that these more formal relations should be established,--(hear, hear,)--but the question is one in point of law and of policy; in point of law exceedingly intricate; and in point of policy one that is likely to excite considerable discussion."
