Private letters from Cadiz received at Havana stated distinctly that the civil war increased to such an extent in every section of the country, that no hope could be entertained of its satisfactory termination without a friendly arrangement between the two parties, or a foreign intervention.
The two armies in the north had, for some time back, acted chiefly on the defensive, in consequence of the severity of the winter and the subsequent rains, which had rendered the roads impassable.— Mina had availed himself of this opportunity to complete the organization of his army, and to forward the construction of the fortifications of San Estevan. a town situated in the Pyrenees near the French frontier. His army, at present 40,000 strong, was to be increased to 60,000 men, but it was doubtful whether the government would entrust the direction of such an extensive numerical force to Mina, who can hardly manage with success those he was now under his command. The force of the Pretender in the three Basque provinces, Navarre, Rioja, Aragon and Catalonia, exceed three hundred men, the greater part badly organized, and in a miserable condition; they fight well, however, and keep the troops of the Queen fully employed.
But two encounters of consequence had lately taken place between the contending parties, and in both the Carlists were the assailants. In the first, on the 28th Feb. Don Carlos being present, they attacked vigorously the fortified town of Maestra, in the province of Alava, defended by 400 troops of the line, and would have taken possession of it but for the brilliant defence of the commander, who resisted three successive assaults, in which 300 Carlists were killed or wounded, and thus induced Zumalacarreguy to desist from his enterprise. The second attack took place on the 27th. when the Carlists tried to demolish the new fortifications of San Estevan, and would have succeeded. had not General Mina marched to the spot at the head of 2,000 men, and compelled them either to fight or retreat, which latter they did in the greatest order. carrying with them fifty laborers and all the cattle they found in their way.
