Father Point, July 28.--The steamer Peruvian, from Liverpool July 19 and Londonderry July 20, has arrived.
Telegrams from Liverpool of the 20th state that the military position is unchanged. Great forces are concentrating on both sides before Vienna. The Moniteur says that Prussia has consented to abstain from hostilities for five days, provided that Austria agrees to do the same, and give discretion (?) on the basis proposed within that period.
The news from the Great Eastern continues very satisfactory. About 900 miles of the Atlantic cable had been payed out.
Cotton has declined 1d. on the week. The sales of the week have been 71,000 bales--Friday's sales estimated at 12,000 bales, market closing steady. Middling Orleans quoted at 14 1/2d.; middling uplands 13 1/2d. Breadstuffs very dull. Consols, for money, 88 @ 88 1/2. United States five-twenties 69 1/2 @ 70.
The Preston Banking Company had suspended; liabilities at present unknown.
Bullion in the Bank of England decreased £347,000.
It is reported that Austria had decidedly refused to accept Prussia's conditions for peace. The Moniteur Du Soir denies that the French Government had any intention of becoming armed mediator in the difficulty.
The Prussians had occupied Darmstadt.
