From Arkansas.

CAIRO, Aug. 31.—Brig. Gen. Beale, and a number of other rebel officers from below, passed through here to-day, to Johnston's Island in charge of Lieut. Wright.

The Memphis Bulletin of the 20th says, from Mr. Ray, recently a prisoner at Little Rock, we learn the following:

The rebel force at that place is 40,000, many of whom are conscripts, from 16 to 58 years. Only half of them are armed. They are under command of Smith and Price, and are erecting fortifications on the opposite side of the river, 13 miles from Little Rock.

There is a report that Blunt is marching on Arkadelphia with 19,000 men.

Mr. Ray says the people of Arkansas are tired of war, and would gladly come under the protection of the United States.
