The new Whig Mayor of New York, Mr. Brads has commenced his administration with an excellent Message to the Common Council, which is received with great satisfaction by the tax payers and the substantial and conservative portion of the citizens of all parties. It is a sensible, well-written document, and takes a manly and independent stand in favor of reforming abuses, retrenching the public expenses, and confining the operations of the city government to their legitimate objects, the greatest public good at the least public expense, and seeking to fill responsible offices with the best men rather than political partisans.
