Russian Mediation.--On this subject it is believed there is nothing satisfactory in the possession of government either as to its rejection or acceptance. It is understood that private letters have been received at Washington from England, which express the opinion in decided terms, that the mediation will be refused by the ministry there, but their pride may suggest this policy to cover their indifference towards America, and impress the belief on her own people that they have had no agency in soliciting an armistice by means of Russia, and that if they did come into the proposed measure, it was owing to concession on the part of those who declared the war and earnest solicitation of an ally. However high the ground England may now choose to assume, we have no doubt that it will last. or that she will be so foolish as to risk so much upon false principles, which cannot even have the effect of deceiving herself by supposing us ignorant of the channel through which it comes as well as its commencement. We cannot therefore suppose that she will treat the great Alexander with such pointed disrespect, which must place him in a very ridiculous situation as it regards us; or reveal to us, throw the duplicity and tergiversation on them.
