Extract of another letter dated London, Sept. 3.

"Several small ships are put into commission, others on building; so that I hope in a very short time we shall have a ship of force on every seaport town in Great Britain. This is an excellent plan to destroy American privateers, increase our naval force, and it will serve to furnish, on any emergency, our large ships with proper hands to man them. Every merchant ship capable of mounting 10 guns is either bought or taken into the service. We are upon good terms with every court in Europe."
