Forestry Service Doing Great Work Fostering Development Pulp, Paper Industry--Parks

WASHINGTON, D. C., Mar. 16. (AP) - A plan for the reorganization of the Federal government of Alaska is being considered on the initiative of the Interior department with a view of giving officials of the Territory greater authority in local affairs. This plan was referred to Secretaries Hoover and Jardine, of the Commerce and Agricultural department, respectively, for revision and approval. It proposes the Secretaries of Agriculture, of Interior and of Commerce each to appoint from among the present forces of Alaska a man to supervise and coordinate the work of his own department, which in some cases at the present time is divided among as many as twenty-two bureaus. These executive officers will not occupy any new office. They will be vice-secretaries for Alaska for their several departments, and would have their power subject to appeal of their superiors to decide on all matter to reorganize the work of their department and arrange to coordinate with other departments at the same time. The three departments selected have the most connection in Alaskan affairs, and the other departments will function as at present.

After Secretary Hoover's consideration of the plan it will be introduced into Congress.

Governor George A. Parks of Alaska leaves tomorrow and will arrive in Juneau April 1. He said he proposed the reorganization as a formative stage. He also said he conferred with representatives of the paper interests, who expected to begin large pulp developments and said the Forest Service is making every effort to develop the pulp industry and at the same time protect the forests.

Other developments, Parks said, thru legislative proposals were to lease islands and other public lands for the propagation of fur-bearing animals, and asked for the diversion to the Alaska treasury some of the revenue from the fur seal.

While here Parks stated a floating hospital will operate on the Yukon river and will begin this summer.
