Republican Senators held a caucus at the solicitation of Southern Republican Senators and Representatives to consider the condition of the South. Southern Senators advocated sending troops to several Southern States to put down turbulent whites, fearing the Republican party was hopelessly dead otherwise. They confessed inability to poll white votes. Northern Senators did not endorse the proposition; some opposed further interference with Southern affairs, citing lost Northern votes. Senator Lewis declared the Republican party lost power in the South due to bad character of leaders and the civil rights bill, which he considered iniquitous. He said the South could only be carried for the Republican party by sending enough soldiers to prevent people from voting.
