QUEBEC, April 27.

On Monday morning last the troops in garrison here were under arms on the parade at 10 o'clock, and about 11 the King's letters patent, under the Great Seal of Great Britain, constituting and appointing his Excellency Guy Carleton Captain General and Governor in Chief of the province of Quebec (extended as described by an act of Parliament, entitled, An act for making more effectual provision for the government of the province of Quebec, in North America) and Keeper of the Great Seal thereof, together with a commission appointing him Vice Admiral of the same, were published in the castle of St. Lewis, by Jenkin Williams, Esq; in presence of a numerous concourse of people; after which a royal salute was fired from the cannon on the ramparts, and three vollies from the troops, and his Excellency immediately afterwards took the oaths in Council.
