Foreigner Declares That He Assassinated
Governor of Galicia Seven Years Ago.

NEW YORK, Sept. 28.--A man claiming to be S. Jczynski, who murdered Count Potochi, the Austrian governor of the province of Galicia seven years ago, surrendered himself to the New York police last night and is being held for investigation.

The assassination of Count Potochi was one of the many atrocities which led to the present European war. The murder occurred during the summer of 1908 while the governor was attending a public celebration.

Jczynski, who is a Russian Pole, states that since escaping from Galicia, he has traveled over the world in his efforts to evade detection and that he has been in America for several years.

He told the police that he was a member of a secret society which existed in Galicia to exterminate the Austrian royal family.
