On Friday last arrived here the ship Heer Adams, in 7 weeks from Holland. By this ship Congress have received official papers relative to the reception of Mr. Adams as Minister Plenipotentiary from the United States of America, to their High Mightiness the Lords States General of the United Provinces of the Netherlands. The resolutions of each of the provinces on that subject having been taken separately, viz. those of Friesland on the 20th of February last—of Holland and West Friesland, on March 28—of Zealand, on April 3—of Overyssel, on April 5—of Groningen, on April 9—of Utrecht, April 10—and those of Guelderland, on April 17th. On the 19th of the same month, their High Mightiness the States General acknowledged the United States of America to be an independent empire, by receiving the Hon. Mr. Adams in quality of Minister Plenipotentiary from the same. On the 23d of the same month, Mr. Adams had a conference at the Hague with M. Van Citters, President of the States General, proposing to that body, in the name of his sovereign, the representatives of the United States in Congress assembled, a treaty of amity and commerce between the two countries; their High Mightiness then appointed a grand committee to treat, to whom Mr. Adams was introduced in the usual form, by two noblemen, and laid before them the plan of a treaty, which was immediately printed, and sent to the different members of the sovereignty. Thus are three great maritime powers united against an obstinate, persevering enemy. France has gained the hearts of the Hollanders forever, by her generous, noble and disinterested manner of proceeding, while Britain has irritated them by insults and injuries that can never be forgotten.
