We this day continue from our paper of the 18th inst. the publication of Mr. Eppes' excellent speech on the non-intercourse bill.

We are indebted to Captain Davis, of the schooner Happy Couple, for Lisbon papers to the 18th of last month, from which we give translations of such articles as appeared of interest. Verbal accounts by the Happy Couple, and arrivals at other ports state that the siege of Cadiz had been raised. Our Lisbon papers do not state the circumstance, and it will be observed that Cadiz accounts to the 31st of January, had been received at Lisbon.
