Recall Election to be Held Tuesday When Mayor Will Learn His Fate.

OAKLAND, Cal., July 27.-Facing removal from office at a recall election which will be held a week from Tuesday. Mayor Frank K. Mott and Commissioners W. J. Baccus and F.C. Turner. elected a little more than a year ago are fighting desperately for their official lives. The outcome is generally recognized to hinge upon votes of the newly enfranchised women citizens, who will cast their ballots for the first time here in an election.

The friends of recall are divided between two sets of candidates, and in this fact lies the main hope of the officials.

The recall movement was started when the Oakland police broke up a public street meeting by socialists. clubbing speakers and spectators and followed fleeing victims into a private hall, where the socialists were holding a meeting.
