Extract of a letter from Bruxelles, Nov. 18.

"The Emperor certainly meditates some fresh stroke, which shall call down on him the eyes of the neighbouring states; he is a man of uncommon activity; his mind is forever at work, and his feet forever in motion, and those who are professionally stationed to watch his measures, and trace his steps, are puzzled in mazes and perplexed in errors." They know not where to have him. Ere a courier can send tidings across the sea, that he is on the banks of the Rhine, he is obliged to contradict his first advices, by intelligence that the Monarch Emperor is on the banks of the Danube. This circuitous movement seems, in the opinion of all his Flemish subjects, to indicate an intention to do something shortly that shall astonish Europe. He is certainly belligerent from disposition, and is waiting an occasion to come forth "mighty in force and terrible in arms." A little time will enable us to determine with more certainty: as his empire is still alive with the soldiery, who seem to be aware a grand coup is meditated."

The Emperor seems determined, at all events, to get rid of his territory in Flanders, and has given as a reason the inconvenience of governing by proxy, and at such an immense distance from his own eye, which, he alledges, ought to overlook all his States with a kind of guardian attention. Bavaria is still the object of exchange, and new manners, with a new people, and a new Potentate in the Low Countries, will probably be the result. In some respects this will be unpleasant, as the Flemish love their Sovereign sincerely, and he is assuredly a Sovereign worthy to be loved, of vast comprehension and generous nature.
