Congress of the United States.

SEVENTEENTH CONGRESS—2D SESSION.

MONDAY DEC. 9, 1822.

IN SENATE.

Mr. Southard, of New Jersey, (who arrived on the 6th inst.) took his seat.

On motion of Mr. Pleasants, the Senate proceeded to the election of a Chaplain, and on counting the ballots, they stood as follows:

For the Rev. James McIlvaine 23
Rev. John Brice 9

Mr. McIlvaine having received a majority of the whole number of votes, was accordingly elected.

The Senate then, according to the order of the day, proceeded to the appointment (by ballot, agreeably to the practice of the Senate,) of the Standing Committees; and they were successively appointed, as follows:

On Foreign Relations.—Messrs. Barbour, Brown, of La. Macon, King, of N. Y. Elliot.

On Finance.—Messrs. Lowrie, Holmes, of Me. Van Buren, Eaton, Macon.

On Commerce and Manufactures.—Messrs. Dickerson, Ruggles, D'Wolf, Findlay, Lanman.

On Military Affairs,—Messrs. Williams, of Tenn. Chandler, Taylor, Johnson, of Ky. Elliot.

On the Militia.—Messrs. Noble, Seymour, Stokes, Lanman, Chandler.

On Naval Affairs.—Messrs. Pleasants, Williams, of Miss. Parrott, Ware, Lloyd, of Mass.

On the Public Lands—Messrs. Van Dyke, Thomas, Lowrie, Eaton Benton.

On Indian Affairs—Messrs. Johnson, of La. Johnson, of Ky. Holmes, of Miss. King, of Ala. Benton.

On Claims.—Messrs. Ruggles, Boardman, Van Dyke, Barton, Morril.

On the Judiciary.—Messrs. Smith, Van Buren, Southard, Holmes, of Me. Brown, of Ohio.

On the Post Office and Post Roads.—Messrs. Stokes, Palmer, Barton, Chandler, King, of Ala.

On Pensions.—Messrs. Noble, Eaton, Seymour Ware, Elliott.

On the District of Columbia.—Messrs. Barbour, Lloyd, of Md. D'Wolf, Lanman, Southard.

On the contingent expenses of the Senate—Messrs. Macon, Lowrie, Lanman.

The following message was received from the President of the United States, by Mr. Brent, of the Department of State:

To the Senate of the United States:

In Compliance with the resolution of the Senate of the 8th of May last, requesting "information relative to the Copper Mines on the southern shore of Lake Superior, their number, value, and position: the names of the Indian tribes who claim, the practicability of extinguishing their titles, and the probable advantage which may result to the Republic, from the acquisition and working these mines," I herewith transmit a Report from the Secretary of War, which comprises the information desired, in the resolution referred to.

Washington, Dec. 9.

Mr. Barbour presented a petition from a large number of the merchants and owners of vessels, of the city of Richmond, in Virginia, praying for the establishment there, out of the fund raised by the tax on seamen, of a Hospital, for the relief of distressed and disabled seamen; which petition was referred to the Committee on Commerce.

The Senate then adjourned.
