Ship Mary, Capt. Hale, arrived at Newberryport on Tuesday last, in 40 days from Cadiz, was boarded on the 16th Sept. in lat. 42, long. 40, by a French 44 gun-frigate, detained two hours; they searched the vessel very strictly [for something] but found none. And assured Capt. Hale that if he had had a cargo of any sort, and was from Spain or Portugal he should BURN the vessel! or Destroy her in some other way. On Capt. Hale's observing that the decrees were off, the Frenchmen laughed, and answered that they had orders to take and destroy all American vessels they found without licenses--that no American vessel could trade to France without a license.
