Of course it hurts everyone to see the game birds—and all other kinds, too, for that matter—suffering from the snow and cold. Thousands and thousands of ducks, geese and upland birds are suffering from cold and hunger. With the migratory birds particularly, much indignation has been expressed over the fact that the federal game department has not made adequate provisions, with the regulatory control which the government now manages and the special duck stamps which are demanded from the hunters, it would seem that ample funds are available somewhere. The government by rights certainly should handle this problem. It ought not be up to the local communities.
