Judge Tourgee, the author of "A Fool's Errand," does not believe that the present census will dispose of the solid south. He said in a speech at a ratification meeting in New York: "I am acquainted with the men who are to take the census in the south, and they can as easily pack a graveyard in the census as in the ballot box. If I am not mistaken, you will find more graveyards in the census than voters to match them in the north. The south is not going to lose its grip upon the nation if it can hold it by any ordinary or extraordinary means."
