Floods on the Rio Grande.

A despatch from Brownsville, Texas, reports that the Rio Grande has overflowed its banks for the first time since 1869. The upper county is flooded, and an "almost unbroken sheet of water" extends from Brownsville to the Gulf. In the city of Camargo the water is three feet deep in the main square. Almost the whole line of the Rio Grande and Point Isabel Railroad is ruined, the telegraph to Brazos has been swept away, and mail communication with the interior is suspended. The cotton crop in the inundated section is destroyed.
