From Porto Cabello.—The schooner Gil Blas, captain Gardner, arrived at Baltimore from Porto Cabello, whence she sailed on the 6th May. Captain G. has furnished Mr. Neilson of the exchange Reading Rooms, with the annexed statement: —

The Congress of Venezuela was to meet on the 6th May at Valencia, there not having been a sufficient number of members to form a quorum on the 30th April, the day fixed for its opening, in consequence of the rains having rendered the roads impassable. Gen. Paez was at St. Carlos with a part of his army. His aid, Colonel Escarte had arrived at Valencia, with a message to the Congress, supposed to be the resignation of his office as chief of the state. It was intended to be given in to that body as soon as it should be formed for business. Gen. Paez held his office as chief of the civil and military department, of Venezuela by the votes of the people, until the session of Congress, when that body shall have the power to create such a form of government as may be considered suitable to the situation of the country. They are bound to have the form elective and responsible. It is supposed that Gen. Paez will be appointed President of the Congress.
