The operation of the Penitentiary System in New York, upon the interests of the working classes, has created so much dissatisfaction, that the subject has been brought before the Legislature. A Select Committee, to whom were referred several petitions for relief from the effects of State Prison labor, have lately made a report, accompanied by a bill authorizing and directing the appointment, by the Governor, of three commissioners, with full powers to examine, personally and through witnesses, into the whole economy of the State Prisons, and with instructions to report the result of their examination to the next Legislature—the Governor being authorized, in the mean time, to discontinue such branches of trade in the prisons, as upon the representation of the commissioners, shall appear to be necessary by reason of their injurious interference with mechanical trades.

The report concludes with a resolution that the Senators in Congress, from New York, be directed, and the Representatives be requested, to use their endeavors to procure the passage of a law authorizing the government of the United States to provide some foreign place to which persons convicted of felony, in the several States, may be transported by the sentence of the state courts.—Balt.
