Treaty with France.--The following is taken from a London paper of July 19. The report has probably arisen out of the circumstance of Mr. Armstrong (who was about returning to the U. S.) being induced to remain in France, from some propositions made to him by Mr. Hauterive.--Freeman's Journal.

Letters were yesterday received from Rotterdam till the 13th inst. One of them mentions that gen. Armstrong on the part of the government of the U. S. had arranged with the ministers at Paris a commercial treaty, the conditions of which were all agreed and determined ; and it remained only for the ratification of the ruler of France and the American president. The letters adds, that one of the duplicates had been forwarded to Napoleon for his approbation and signature.
