What is this article about?

Extract of a private letter from The Hague reports French diplomat M. Bussy's August peace proposal for Spain, demanding England renounce logwood trade in Bay of Campeachy and Honduras, pay for seized ships, and grant Spanish fishing rights in North-American seas. This alarms England, confirms Spanish endorsement, prompts a courier to Earl of B--y, and leads to a rejected plan to reinforce Admiral Saunders, followed by resignation.

Extrait of a private letter from the Hague.

" The latter end of August M. Bussy presented his last memorial or proposal for a peace ; in which he demanded for the Spaniard. that England should make a formal renunciation of the logwood trade in the Bay of Campeachy. Honduras. &c. &c. that they should lay an indemnification for all the ships they had taken ; and lastly, that the Spaniard should have the privilege of fishing in the North-American Seas. This demand greatly alarmed, we may well imagine, the English court, for it came from a power that was not expected on this occasion, at all to shew itself. The S----h M--r was asked if he was made acquainted with M. Bussy's negotiation, and consequently whether his court avowed the fact. The answer was in the affirmative. . But a more certain and satisfactory account of this important demand was, at the present crisis. thought absolutely necessary. Accordingly a courier was immediately dispatched to the E. of B--y, for an absolute and immediate elucidation of the affair : The second answer was a confirmation of the first.

The sudden proposal, therefore, of sending a strong reinforcement to Admiral Saunders, in order to enable him to act with vigour and success, according to the instructions he should receive, was certainly worthy the great patriot who had formed it. But it was rejected as precipitate, and resignation, we are told. followed.:

What are the sentiments of the English, and how their natural impetuosity will bear with the loss of so fa--vourable a m--r. we are impatient to know."
