Legislation.

Senator Butt has introduced into the Senate a joint resolution amending the state constitution so as to prohibit the legislature from enacting any special or private laws in the following cases, as recommended by the Governor in his special message:

1st. For changing the names of persons or constituting one person the heir-at-law of another.

2d. For laying out, opening and altering highways, except in cases of State roads extending into more than one county, and military roads, to aid in the construction of which lands may be granted by Congress.

3d. For authorizing persons to keep ferries across streams at points wholly within the State.

4th. For authorizing the sale or mortgage of real or personal property of minors or others, under disability.

5th. For locating or changing any county seat.

6th. For assessment or collection of taxes, or for extending the time for the collection thereof.

7th. Granting corporate powers and privileges, except to cities.

8th. For authorizing the apportionment of any part of the school fund.

9th. For incorporating any town or village, or amending the charter thereof.

It is made the duty of the legislature to enact general laws under which any business prohibited in the above cases may be transacted, and these laws must be uniform in their operation. Some measure of the kind ought to be passed before the legislature adjourns—it would prove a blessing to the state of no meager proportions. It would lessen the volume of legislation one-half, and the expense thereof in the same ratio; while the legislation remaining to be done would be better considered, and consequently better adapted to the needs of the state. We trust that this matter may receive the attention that its importance demands.
